CommitteePurpose
The primary purpose of the Human Services Committee is to insure equal
protection of any and all persons against discrimination.
How members are appointed
The members of the committee are broadly representative of the
citizens of the Bay City area. Non-residents of the City may also apply
for membership. All serve without compensation.
The committee consists of 12 members appointed by the Mayor.
Appointments are for three years, four appointments expiring each year.
The Mayor may appoint, with approval of the City Commission, a successor
to an un-expired term.
The Mayor, City Manager and the EEO Officer are the ex-official
members of the Committee.
Anyone wishing to apply to serve on the Committee may do so by
submitting an application, available at the City Clerk’s office, City
Hall, 301 Washington, Bay City, MI 48708.
Duties of the Committee
The powers and duties of the Human Services Committee are set forth
in Section 26-16 of the Bay City Code of Ordinances.
Activities to satisfy these duties may include:
- Advise and consult with the staff and the City Commission on
matters involving racial, religious, ethnic, sex, age and
disability discrimination, and devise practices for equal opportunity.
- Serve in an advisory capacity to all City departments, boards and
agencies to assure effective compliance with non-discriminatory
policies and orders.
- Receive and investigate complaints and initiate investigations of
tensions, acts of prejudice and practices of discrimination.
- Conduct public hearings on complaints and investigations and
report to the Mayor and Commission on such.
How to file a complaint
If you feel that you have suffered discrimination in any form, you
can file a complaint with the Human Services Committee by calling
894-8245 or by appearing in person at the office of the Equal Employment
Officer at City Hall.
Types of complaints can include: employment discrimination, refusal
to see or rent property, refusal of public accommodation, racial or
sexual harassment in school or on the job.

Meetings
Meetings of the Committee are at 6:00 p.m. on the second Monday of
the month in the 3rd floor conference room of City Hall -
Room 317.
Audiences
All City residents are invited to appear at Committee meetings on
any matter of concern or any grievance relevant to the purpose of the
Committee.
