CDC Meeting Minutes
September 27, 2006
Call to Order –
Chairman Richard Spencer called the meeting to order at 6:30 p.m.
Roll Call
Members present: Joan Boyce, Kathy Branigan, Ken Charron, Marty
DeBats, Dr. Krieg, Jerry Lombardo, Jan Rise, Michael Roznowski, Richard Spencer,
Tim Rex, Suzanne Tyo, Loraine Walraven, and Wendy Verhaeghe.
Members excused: Cindy Bosco,
and Gary Hadden..
Members absent: Kenn Bouchard
Kevin Leahy, R. A. Link, Marc Rechsteiner,, Tim Ciesielski, and Loren Roth.
Others present: Debbie Kiesel
and Officer Jeff Doud with the City of Bay City and Jerry Lombardo.
Minutes
Motion made by Jan Rise, seconded by
Kathy Branigan to approve the minutes of March, April and May 2006. Motion
carried
Public Comment
Woodside Sidewalk: Jan Rise
and Richard Spencer stated that they are pleased with the Woodside sidewalk
project. Thank you to all who supported that project.
Adopt an Area: Kathy Branigan
asked the members to consider adopting an area such as Water Street at
Washington for a big visual impact.
Woodside School: Officer
Doud reported that residents around Woodside School are reporting noise smoking
and other activities related to older students. Tickets have been issued and
the situation should improve. Jerry Lombardo stated that there are few law
breakers, but the students are older than previous children and behaviors are
different. Most complaints were from a very few neighbors.
Golson Boat Launch: Ken
Charron reported that the Golson Boat Launch is under-used and there have been
complaints regarding break-ins.
New Business
New Member: Motion made by Jan
Rise, seconded by Marty DeBats, to approve Jerry Lombardo as a new member.
Motion carried.
Meetings: Richard Spencer
suggested that the council meet on demand. Motion made by Tim Rex, seconded by
Kathy Branigan to meet every month and cancel by phone if necessary. Motion
carried.
Project: Richard Spencer
asked about future projects. Debbie Kiesel stated that we have limited funds
for any projects. Sidewalks are always possible.
Unfinished Business
By-law Amendment: Motion made
by Tim Rex, seconded by Kathy Branigan to accept the By-law amendments. Motion
carried.
Inactive Members: Debbie
Kiesel reported that several members have not been active. Those members will
be sent a letter.
Other Business
Sidewalks: Debbie Kiesel
mentioned that approximately 300 sidewalks were repaired so far this year.
DNR Building: Debbie Kiesel
announced that the DNR building is out for re-bid.
TIFA: Debbie Kiesel mentioned
that the TIFA is awaiting an attorney report. When a TIFA sunsets, it is hard
to re-issue. A TIFA captures funds from an area for improvements in that area.
The council members who are on the Coordinating Council must attend meetings or
call the alternate. Mark your calendar for October 26, 2006 for the
Coordinating Council Meeting.
No other business at this time.
