South End CDC Meeting Minutes

 

September 15, 2005

 

The South End Citizens District Council held a meeting on Thursday, September 15, 2005, at the Bay County Child and Senior Citizen Center, 1001 Marsac.  Chairman Chris Girard called the meeting to order at 7:00 p.m.

 

MEMBERS PRESENT:   Ralph Camirand, John Davidson, Arnold Tennant, Don Vanderberg, Frank Erndt, Chris Girard, Don LaRue, Jason Kramer, Tom Baird, Maria Franek, Joyce Graczyk,  Judy Wisniewski.  MEMBERS EXCUSEDPeggy Watson, Cheryl Kauffman, Matt Pfleghaar, Jim Penn, Renee Bromberg.  MEMBERS ABSENTJohn Daoust, Bob Baxter, Art BallardOTHERS PRESENTScott McKillop, City Staff Liaison; Officer Ritchey; Paul Travis, Principal MacGregor School; Ben Gibson, Board of Education; Bob Urban, Honorary Chairman of the School Bond Proposal.

 

Chris welcomed council members back after the summer recess and introduced the guests at the meeting.

 

APPROVAL OF MINUTS OF THE JUNE 16, 2005, MEETINGRalph Camirand moved to approve the minutes; Tom Baird seconded the motion.  There were no corrections.  Motion carried.

 

PUBLIC COMMENT.

Bay City Public Schools Bond Proposal.  Paul Travis, Ben Gibson and Bob Urban distributed information, addressed the council and answered member’s questions concerning the upcoming $69,500,000 school bond proposal that will be on the ballot November 8.

 

OLD BUSINESS.

Housing Rehabilitation.  Ralph Camirand moved that the South End CDC push for more CBGD funds to be used for housing rehabilitation loans.  Tom Baird seconded the motion.  Discussion:  Ralph pointed out that there is a 3 ½ year waiting list of 500 applicants for this funding and proceeds received from the repayment of these loans can go back into rehabilitating more houses.  Motion carried unanimously.

 

NEW BUSINESS.

Boat Launch Signs.  It was suggested that a signs be put up facing the water and one at Cass and Broadway.

Letter to IGA Management.  It was suggested that a letter be sent to the IGA thanking them for staying open.

Community Police Report.  Officer Ritchey noted that residents need to keep their car doors locked.

 

OTHER BUSINESS NOT ON THE AGENDA.

Property south of Lafayette Square.  Judy reported that this property had been purchased and is being maintained by the St. Vincent DePaul Society.

Rail trail Pocket Park on Broadway and 27th.  Judy reported that the final October clean up of the park would be done by Chris Girard and Tom Baird.  The daylilies need to be cut down and the shrubs need to be pruned to about 3 feet.

 

ADJOURNMENTRalph Camirand moved to adjourn; Tom Baird seconded the motion.  The meeting adjourned at 8:05 p.m.
