Assessor
Amy L. Doornhaag
Bay City hired Amy as their Assessor in August of 2000. She is
currently certified at Level III with the State Assessor’s Board, however
she has completed all but the final requirement to attain Level IV
Certification (the highest in the State). She also holds an Appraiser
License and has her bachelors degree in Management and Organizational
Development from Spring Arbor University. Amy is responsible for all
aspects of the Assessing Office, including commercial and industrial new
construction and re-appraisal, training, State required reporting and

Senior Appraiser
Dennis Carrier
Dennis started working for the City in 1986 in the Assessor’s
Office. He is the Senior Appraiser and he possesses a Level II Assessment
Certification from the State Assessor’s Board, and is diligently working to
attain Level III. He handles all property splits and combinations, and
currently is responsible for residential new construction and

Jill Ann Fisher
Since 1984, Jill has
been employed by the City of Bay City in the Assessor’s Office. She is a
Level II Certified Assessor and holds a Personal Property Examiner’s
Certificate. Her main responsibilities include: residential new
construction, residential re-appraisals, and personal property. She can be

Maureen Zirwes
Maureen
started work in the Assessor’s Office in June 2007. Previously, she spent
her time as a clerk/typist for the Bay City Police Department for almost
eight (8) years. She is responsible for all handling all deeds (transfers
of ownership), maintaining mailing addresses, Property Transfer Affidavits,
