Patrol Operations Division

The Patrol Operations Division provides emergency police services 24 hours a day, 7 days a week, 365 days a year.

The Patrol Operations Division is overseen by Lieutenant Nancy Feinauer and consists of three platoons and a community policing section. Platoon hours and staffing are as follows.

First Platoon (7:00a.m. - 3:00 p.m.)
2 Sergeants
9 Officers

Second Platoon (3:00 p.m. - 11:00 p.m.)
2 Sergeants
12 Officers

Third Platoon (11:00 p.m. - 7:00 a.m.)
2 Sergeants
12 Officers

All three platoons also have one Special Duty Officer with the rank of Corporal, who is assigned to Accident Investigation.  The Corporals are responsible for the investigation of fatal traffic accidents, hit and run accidents, and property damage accidents.  They also maintain and deploy the portable radar trailer.

DISTRICTS:

For the purpose of responding to calls for service, the City of Bay City has been divided into five (5) geographical areas called districts.  Districts are divided by the Saginaw River into east and west sides.  The east side districts include 2, 4 and 5.  2 district is the northeast side of Bay City from Woodside Avenue to Columbus Avenue.  It incorporates downtown and Center Avenue all the way to Essexville. 4 district is east of the river from Columbus Avenue to Lafayette / Kosciuszko.  This includes Central High School and Bay Regional Medical Center.  5 District is also east of the river and includes everything inside the city limits south of Lafayette / Kosciuszko.  James Clements Airport is included in 5 district.

The west side districts include 7 and 8.  8 district is everything north of Midland Street and 7 district is everything south of Midland Street.  On the west side, Euclid Avenue is the dividing road between the city limit and the county.   The Midland Street bar district is divided between 7 and 8 district. 

PATROL OFFICERS:

In the Patrol Operations Division focus is on the protection of life, property and enforcing the law in a fair and impartial manner. The Field Services Division not only provides emergency police response at all times, it must also fulfill other responsibilities. Patrol officers daily duties primarily consist of answering assigned calls and initiating field activity.   Field initiated activity, in which patrol officers make contact with citizens, is a critical part of the officer’s unassigned time. Such activities include traffic enforcement, providing back-up for other officers, preliminary investigations, proactive patrols, suppressing civil disturbances, serving citizen subpoenas, child custody disputes.  Patrol officers also have administrative duties such as report writing.

 Along with serving in the capacity of patrol officers, Patrol Operations Division Officers are also responsible for:

  • Teaching Smart Moves in the schools

  • Bicycle Patrol

  • Distributing Commission mail

  • Field Training Officers for new recruits

  • Overseeing the Police Reserves

  • Assisting the VIPER unit

  • Crossing guard relief

  • In Service Training Instructors for the following:

  • Firearms

  • Precision Driving

  • Pressure Point Control Tactics

  • Building Search Techniques

  • Less Lethal Force

  • Felony Traffic Stops

  • CPR

  • Preliminary Breath Test

Sergeants:

The Patrol Division sergeants organize, detail personnel,supervise and respond to calls for service.  They represent the department at organizational meetings special events.  Some of these include:   

  • St. Patrick’s Day Parade

  • River Roar

  • 4th of July Festival

  • Pig Gig

  • Special event races and walks

The Patrol Operations Division is responsible for scheduling, staffing and supervising the Midland Street Detail.  This detail provides overtime coverage during high demand periods along the Midland Street business district.  The detail is scheduled on Friday and Saturday nights in the spring, summer and fall months.  This detail provides road patrol, foot patrol, OWI enforcement, and bar capacity enforcement.
